The 2007 South American Rugby Championship "B" was the eighth edition of the competition of the second level national rugby union teams in South America.

The tournament was played in Caracas.

Brazil won the tournament.

Division B consisted of four teams and was played in Peru. Two points were awarded for a win and one for a draw.

The Colombia national rugby union team is classified as a tier three nation by World Rugby. They have thus far not qualified for a Rugby World Cup, but have participated in qualifying tournaments. Colombia made their debut against Mexico in 1996. In 2018, the Colombians won their first significant international honour, winning the inaugural Americas Rugby Challenge, the 'B' championship to the Americas Rugby Championship.

In the American Region for Rugby World Cup Qualifying, two teams, Canada and USA, qualified directly to the world cup and the third place, Uruguay, entered a playoff against the third place European team and the second place African and Asian teams.

The championship doubled as a 2015 Rugby World Cup qualifier, with the winner to play against the 2012 NACRA Caribbean champions, Bermuda, for the right to playoff against Brazil. The winner of this final match would be promoted to the 2013 CONSUR Division "A" Championship.

The South American Junior Rugby Championship is an annual rugby union competition that features teams from South America. The tournament began in 1972 with Argentina as the host, which saw the locals win the title. It was not until 2008 that the first official Division B tournament was held, which was won by Brazil. In 2014, an addition competition was added, the CONSUR Cup, which was contested by Argentina and the top team of the A Division that year.

Qualifying for the 2019 Rugby World Cup for the Americas began in March 2016, where across 3 years, 20 teams competed for two direct qualification spots into the final tournament, and one spot in the Repechage tournament. For qualification purposes, the two Americas regions Rugby Americas North and Sudamérica Rugby formed the Americas region to compete for the two Americas berths in the World Cup.

The qualification process for the 2021 Rugby World Cup began on 9 August 2019 with 12 teams qualifying to the tournament which was to be held in New Zealand. The 2021 Rugby World Cup was postponed by one year in March 2021 to 2022 due to the COVID-19 pandemic.
